FUNDING AND UTILIZATION OF FUNDS IN NIGERIAN RESEARCH INSTITUTES: A STUDY OF SELECTED INSTITUTES

ABSTRACT

Nigeria, like most third world countries gets supply of industrial goods, raw materials and equipment for her industries from Europe and Asian countries. The implication of this is that her economy depends heavily on other countries. During this period of economic austerity, importation of goods is expensive. Besides, no nation is considered developed until it can assess its materials and human resources and harness these resources towards its security, sovereignty and improved standard of living for its citizens. And success in the sustainable economic development of any nation is practically impossible today outside the context of the development of science and technology capacity and the practical application of it to the required extent. Based on the recognition of the vital role research and development (R & D) play in economic development, since Nigeria gained her political independence many research institutes (R.Is) have been established to carry out research in various fields covering agriculture, chemical, leather technology, engineering, construction etc. Successive governments have always financed these R.Is and incorporated in their Governing Boards men with wealth of experiences in Science and Technology and business management. Though the R.Is have recorded some break-throughs in terms of inventions which have been commercialised or hold reasonable promise of commercialisation, casual empiricism seems to suggest that there is far greater potential than the R.Is have output to show for. Various discussions in seminars, journals and newspapers shew that the poor performance of R.Is have been due to inadequate funds for meaningful research work and purchase of equipment. In some discussions, the poor performance has been attributed to mismanagement of R.Is. The purpose of this study therefore, is to examine the funding and utilization of funds in six sampled research institutes, with a view to determining the adequacy of funds allocated to R.Is and how such funds are being used. The investigation revealed that the R.Is are not adequately funded. On the utilization of funds at their disposal, the R.Is were found to have performed fairly satisfactory. The study concluded by giving some suggestions on what can be done towards increased allocation of funds to R.Is and how the use of such funds can be improved upon.
