CHAPTER ONE:
INTRODUCTION
1.1 Background to the Study
In recent years, the adoption of Information Technology (IT) has dramatically transformed various sectors, including education. Libraries, particularly in tertiary institutions, have embraced IT to enhance their services and improve access to information. The role of libraries has evolved from being traditional custodians of books and paper-based materials to dynamic digital information hubs. With the advent of IT, the traditional library model is gradually being replaced by digital libraries and electronic information systems, offering wider access to information resources for students, academics, and researchers.
In tertiary institutions, libraries play a critical role in supporting learning, teaching, and research activities. However, the rapid development of IT tools and platforms has revolutionized the ways in which libraries operate and how users access library resources. These technological advancements include online databases, electronic journals, digital repositories, and library management software. This shift has resulted in increased usage of library services, improved efficiency in information retrieval, and enhanced user experiences.
However, the degree to which IT is integrated into libraries in tertiary institutions and its impact on library usage varies. While some institutions have fully adopted IT in their libraries, others lag behind due to financial constraints, lack of skilled personnel, or insufficient infrastructure. This disparity has resulted in varying levels of satisfaction among library users and differing impacts on academic performance. This study aims to explore the extent of IT adoption in libraries of tertiary institutions and its influence on library usage.
1.2 Statement of the Problem
Despite the growing importance of IT in enhancing library services, many tertiary institutions in developing countries, including Nigeria, face challenges in fully adopting and utilizing IT in their libraries. These challenges include inadequate funding, poor infrastructure, lack of digital resources, and limited IT skills among library staff and users. Consequently, this limits students’ access to critical academic resources, hampers research, and diminishes the overall effectiveness of libraries in fulfilling their roles within academic institutions.
Additionally, there is a growing concern about the underutilization of libraries in tertiary institutions, despite the availability of IT tools. Students and faculty members often prefer external online sources to institutional library resources, which may be a result of poor IT integration, lack of awareness about available digital services, or technical issues associated with accessing these services.
This study seeks to investigate the relationship between IT adoption and library usage in tertiary institutions, focusing on the challenges, opportunities, and outcomes of integrating technology into library operations.
1.3 Objectives of the Study
The primary objective of this study is to examine the impact of Information Technology on library usage in tertiary institutions. The specific objectives are to:
Assess the extent to which IT is integrated into library services in tertiary institutions.
Determine the impact of IT on the frequency and pattern of library usage among students and academic staff.
Identify the challenges faced by tertiary institutions in adopting IT in their libraries.
Investigate the perception of students and faculty members regarding the effectiveness of IT-enabled library services.
Propose strategies for improving IT integration in tertiary institution libraries to enhance usage and user satisfaction.
1.4 Research Questions
To guide the study, the following research questions are posed:
To what extent have tertiary institutions integrated IT into their library services?
How has the adoption of IT affected the frequency and pattern of library usage?
What challenges are tertiary institutions facing in adopting IT in their libraries?
How do students and faculty members perceive the effectiveness of IT-enabled library services?
What strategies can be employed to enhance IT integration and library usage in tertiary institutions?
1.5 Research Hypotheses
The following hypotheses will be tested in the study:
H1: There is a significant relationship between the extent of IT integration and the frequency of library usage.
H2: The level of IT adoption in libraries significantly affects users’ satisfaction and perception of library effectiveness.
H3: Tertiary institutions face significant challenges that hinder the full adoption of IT in their libraries.
1.6 Significance of the Study
This study is significant in several ways. First, it will provide insights into the current state of IT adoption in tertiary institution libraries, highlighting the gaps and areas that need improvement. Second, the study will offer empirical evidence on the impact of IT on library usage, providing data that can guide policymakers and institutional administrators in making informed decisions on resource allocation for library services.
For library management and IT professionals, the findings of this study will offer practical strategies for enhancing IT infrastructure and services to meet the evolving needs of library users. Additionally, students, researchers, and academic staff stand to benefit from improved library services, which can contribute to better academic outcomes.

1.7 Scope of the Study
This study focuses on tertiary institutions in Nigeria, particularly universities, polytechnics, and colleges of education. The scope covers the extent of IT adoption in library services, patterns of library usage, challenges faced in implementing IT solutions, and user perceptions of IT-enabled library services. Both students and academic staff within the selected institutions will be surveyed to gain a comprehensive understanding of the issue.
1.8 Limitations of the Study
This study may encounter some limitations. First, the study is limited to tertiary institutions in Nigeria, which may affect the generalizability of the findings to other countries or regions. Second, data collection may be hindered by poor responses from participants, particularly in institutions where library usage is low. Finally, limited access to proprietary data on IT investments and library management may restrict a detailed analysis of IT infrastructure within certain institutions.
1.9 Definition of Terms
Information Technology (IT): Refers to the use of computers, software, and other technological tools to store, retrieve, and manage information.
Library Usage: The frequency and manner in which students, academic staff, and researchers use library resources and services.
Tertiary Institutions: Institutions of higher education, including universities, polytechnics, and colleges of education, offering post-secondary education.
Digital Libraries: Online collections of digital resources, such as e-books, academic journals, and multimedia content, accessible through the internet or an intranet.
Library Management Software: IT applications used by libraries to manage collections, track usage, and automate services such as cataloging, circulation, and acquisition.
1.10 Organization of the Study
This study is organized into five chapters. Chapter One introduces the research topic, outlines the background, problem statement, objectives, research questions, and hypotheses, and presents the significance and scope of the study. Chapter Two provides a review of related literature, discussing key concepts, theories, and previous studies on IT and library usage. Chapter Three outlines the research methodology, including the research design, population, sample, data collection methods, and data analysis techniques. Chapter Four presents the results of the data analysis, while Chapter Five discusses the findings, draws conclusions, and offers recommendations based on the study’s results.
