ABSTRACT
The utilization of Information and Communication Technology (ICT) facilities in higher education is increasingly recognized as essential for enhancing the quality of instructional service delivery. This study examines the extent to which university lecturers in Nigeria employ ICT tools to improve teaching effectiveness and student learning outcomes. Employing a mixed-methods approach, data were collected through surveys and interviews with lecturers across various Nigerian universities. The findings reveal that while there is a growing awareness of the potential benefits of ICT in education, significant barriers such as inadequate infrastructure, limited access to training, and resistance to change hinder optimal utilization. Furthermore, the study highlights the positive correlation between ICT proficiency and instructional quality, indicating that lecturers who frequently use ICT tools report higher levels of student engagement and satisfaction. Recommendations are provided for university administrations to invest in ICT infrastructure, offer comprehensive training programs, and encourage a culture of innovation in teaching practices.
